The vids a bit crap but i think i can work out whats going on and I'll attempt to explain...
that sephere is a 'prefect' harmonic chamber... In the sence that it has no corners... What happens is that a pressure wave cause by sound hits the sides and is bounced without distortion back into the center of the chamber where the water 'super compresses' generating large amounts of friction (heat)... It works on the same principals as speakers and speaker boxes, theirs a complex formula to calculate the size of the box to 'amplyfy' a certain frequency range...
So, what happens if your HHO fuel cell was inside a perfect harmonic chamber and you bombard it with sound? You can use a 555 to give you frequency controll...

True, as i said, the video is crap and yes i do have doubts about the unit in the video...
However, the principal is sound... literally
Remembering back to my GCSE chemistry (14 years ago)... when bonds between atoms are broken it takes energy... But i also remember a physics lesson where we shatter glass with just sound... the explaination was that the glass molicules vibrated enough to break their bonds...
What if this same principal could be applied to HHO? I do remember the film 'chain reaction'...
